The application was structured and completed according to the
guidelines issued by the Arizona Department of Environmental
Quality. With the existing Title V permit and original permit
application in hand, Atwell gathered updated information for the
renewal application, including any anticipated changes in landfill
operations over the 5-year, permit renewal duration.
In addition, Atwell conducted a thorough search of federal,
state, and local regulations for the purpose of identifying
applicable and non-applicable requirements relative to their
landfill operations. Applicable requirements pertained to
fugitive landfill gas emissions, as well as fugitive dust
generation from landfill operations. Accordingly, emissions
calculations were prepared for fugitive non-methane volatile
organic compounds (NMVOC) emissions from the landfill surface and
dust generation after control by water wetting of operating
surfaces. The NMVOC emissions calculations involved an
updated forecast of annual landfill gas production rates. As
a prime feature of the application, a Certification of Compliance
and associated compliance plan were prepared for acceptance by the
City of Flagstaff.
