Provided environmental consulting and remediation for this large-format retail development.
While additional land development activities were occurring, Atwell's Environmental Team was called in to conduct a subsurface investigation of a drinking water well pump house. The facility had been converted to a stormwater oil/water separator for an adjacent light industrial operation, and immediate excavation was required without interrupting the development timeline. Atwell also directed contractors, collected samples, provided spill emergency response mechanisms, regulatory reporting and well-abandonment consulting.

WDREP was interested in developing 80 acres of land into an industrial rail park. The land was formerly used as a glider pilot training school and then with powered aircraft for the United States Army Air Force during World War II. The military reportedly turned the airport over to civil control at the end of World War II. The site had been abandoned since the late 1960s/1970s and the former barracks and maintenance buildings have been burned or razed. Atwell was retained to conduct a Phase I Environmental Site Assessment (ESA), cultural and biological resource evaluation, a jurisdictional waters assessment and a traffic study.
The Phase I ESA identified 11 Recognized Environmental Concerns (RECs) these included waste piles, dumps, surficial stains, sumps with fluids, etc. Atwell was retained to conduct a Phase II ESA subsurface investigation to assess the RECs. Atwell completed the investigation and concluded only two of the RECs required remediation and recommendations on cleanup were provided to the client.

Full-service consulting to facilitate redevelopment of this blighted residential community into 220,000 square feet of retail space.
This 20-acre development was assembled from 104 parcels and transformed an environmentally impacted area into one of the region's largest retail redevelopments. As the primary project consultant, Atwell provided Phase I and II Environmental Site Assessments, a ground penetrating radar survey, asbestos surveys of 104 buildings (most of which were occupied during the surveys), assessed the impact of 14 historical oil and gas wells in addition to contractor selection for site clean-up.
In addition, Atwell provided all of the asbestos/hazardous material abatement recommendations, created the bid specifications, coordinated the abatement bid process on behalf of the client, assisted with contractor selection, and provided expert oversight during the abatement and hazardous material removal project. Completion of the $1.3 million abatement/hazardous material removal project enabled the retailer to move forward with building demolition and site redevelopment on schedule.

Obtained both an U.S. Environmental Protection Agency (USEPA) and Illinois Environmental Protection Agency (IEPA) grants to remediate three contiguous sites totaling 4.5 acres of industrial property.
Atwell assisted the City in obtaining a $240,000 IEPA Brownfield Redevelopment Grant to perform Phase I and Phase II assessments on the former industrial properties. As a result of the site investigations, approximately 250 drums of hazardous waste were identified and removed by securing direct assistance and emergency grant funding from the USEPA. Once the waste was removed, Atwell provided expert oversight during the asbestos abatement and demolition stages and administered ongoing soil remediation to remove foundry sand from the subject properties. Currently, Atwell is implementing a remediation plan as well as a final confirmation sampling.
Atwell was also responsible for generating and submitting quarterly Brownfield Grant Reports to the IEPA, enrolling the site into the IEPA SRP Program and assisted the City in placing the property into the TIF District. Atwell also identified a new property owner and facilitated negotiations with the City.

Environmental consulting services for a large-scale acquisition and investment involving 18 independent properties.
As an integral member of the client's real estate team, Atwell provided ALTA surveys, Phase I Environmental Site Assessments (ESAs) and Property Condition Assessments (PCAs) at each senior living facility. Working closely with the lending institutions and other specialized consultants, Atwell was able to simultaneously execute the aforementioned services on all 18-sites to satisfy the lending requirements within the transaction's timelines.
Utilizing Atwell's full-service platform to streamline coordination and management activities, the client received a seamless deliverable package for the project due diligence. Additional investigation services at the project sites included site specific testing of asbestos, lead based paint, radon gas and soil and groundwater sampling,
